If SEC going to fix short selling then they need to fix naked short seller. Naked short selling should limit to market makers and if they failed to delivery, they must pay a heavy penalty such as 200% interest.

 

I saw a HK tv serie years back when a market maker failed to deliver share, he was sent to prison. I think we need a system like this.
