Chart Pattern

Hello all, I'm new here so I hope that I'm posting this question in the right place. My question is when an Inverted Head and Shoulder Pattern appears in an uptrend, is it forecasting a reversal? and can you reach a target price with a break of the neck line as you would a Head and Shoulders Pattern. and will that target price act as resistance, before the reversal?
