Short Interest

I was perusing a site that tracks short interest in stocks and had a couple of questions.

1) What would be an average, if it could even be determined, of short % of float? Does it usually stay within a range? What would be a high and low percentage?

2) Does a rising/falling percentage of short to float have an effect on stock price?

I don't have enough knowledge to answer your questions. However, when I was trading stocks, I would visit this website often.
